You might be over analyzing it. There is no deep meaning in this line. It is just literal. It is just a nice romantic memory of how the girl used brush the guy's hair for him and presumably do nice things for him before he used to go to his work shift... it just means that she was supportive and he used to be the "bread winner" in the relationship.

"sent me off to work" implies that she gave him impetus to move forward and face his day. It implies support and cooperation between the two.

"You brushed my hair and sent me to off to work, (oh) how you brush, (oh) how you brushed me (i.e. my hair)."
