Gary "U.S." Bonds
Gary "U.S." Bonds (born Gary Anderson, 6 June 1939) is an American rhythm and blues and rock 'n' roll singer. He is also a prolific songwriter.
Born in Jacksonville, Florida, Bonds was living in Norfolk, Virginia in the 1950's when he began singing publicly in church, and with a group called The Turks. He joined record producer Frank Guida's small Legrand label and Guida changed his name to U.S. Bonds in hopes that it would be confused with a public service announcement advertising the sale of government bonds and thus get more airtime. Eventually, the singer came to be known as Gary U.S. Bonds.
"Quarter To Three" appears on The Rock and Roll Hall of Fame's 500 Songs that Shaped Rock and Roll list.
In the early 1980s, Bonds had a career resurgence, working off collaborations with Bruce Springsteen, Steven Van Zandt, and the E Street Band. Later hits included "This Little Girl", "Jolé Blon" and "Out Of Work". Bonds continues to release albums sporadically, and today is a mainstay of the nostalgia concert circuit.
While Gary U.S. Bonds is mostly known for achievements within Rhythm and Blues and Rock 'n' roll, he often transcends these genres, e.g. he has been nominated for the Country Music Association's "Songwriter of the Year" distinction. He is also a honoree of the Rhythm & Blues Foundation. Bonds is an accomplished golfer and often plays celebrity PGA events.
He was inducted into the Long Island Music Hall of Fame on Oct 15, 2006.

I just found this song today after listening to sirus Fm 60's. I jumped for joy when it started playing . I never really knew the words, just the tune. I first heard it back in 1961 when I was not yet nine years old. Our family of five would go to Dabney Lake in Richmond Virginia. They had a wooden plank walk way that devided the deep end ,from the shallow side with the metal slide where my brother Steve and sister Susan & I would play and frolic out in the water with our Momma and Daddy. There was also a metal barrel horse that floated in the water that we would ride on , going backwards & forwards , and side to side. I recall vividly listening to this song blare out over the lake as the teenagers would dance their hearts out to this song up on the hill, where the log cabin like open concession stand stood, with large dance floor. Oh what a happy time that was, a time where I longed to be a teenager so I could dance to this song with them... This song truly evokes the memory of such happy times with our family. Thanks Gary US Bonds for this truly awesome song... I'll never loose this song again, now that I've found it.... ☺️❣️🌄💐🏡

Me too!!! I am a bit older. We danced to this tune all through high school. Like you I only heard partial lyrics and made up some. I LOVE this song.
