That's really weird ! If the USDA has a stock of ration to compensate losses - it is the best agency in the world! I am afraid that you are an exception... The absence of side dishes can be explained if there was a meat spread/pate in this ration

@Delicious Mickey Joe's has been tricked. The scammer mistakenly packed two chemical heaters, cutlery and water. Was expecting chicken with rice and vegetables and got something else in the wrong package. The package has been reopened and closed. Customs officers only checked the package but took nothing. The ARPOL company no longer produces the OFF-ROAD kits that. I checked on their corporate website, or at least they are not currently available. You can buy them at military stores, on eBay, and the like. Here is an example of another OFF-ROAD kit and this is what the food portion to be heated should look like. https://www.specshop.pl/product-eng-15342-ARPOL-MRE-style-OFFROAD-Food-Ration-Offroad-2.html I think the main meal was damaged so he put what he had on hand in this pack.
