Sam Fender (born Samuel Thomas Fender on 25 April 1994) is an English singer-songwriter who was named one of the BBC's Sound of 2018 alongside other emerging artists including Sigrid, Lewis Capaldi, and Khalid. His single "Play God" was featured in the FIFA 19 video game. He won the Brit Awards Critics’ Choice for 2019.
Fender was a teenager when he began performing in pubs throughout North Shields, England. He was spotted in a pub by Ben Howard's manager, Owain Davies, who then got him to support for Willy Mason. To me this line means his mum was probably on the breadline - living in poverty - hence the 'passes out in the floor with hunger' - the benefits, if any, weren't enough but he sees it as the DWP don't care - his Mum is just another number to them.

@Desolate no, your confused my friend, he’s simply stating that he was too scared to defend his friend and it haunts him and he wished he stepped in and hit him. I think you’re trying to make it more than something it actually is, I think the lyrics are fairly straight forward

@CoryB I wasn't insinuating that he ever has, I was saying that the narrative that he wished he'd hit people in the past is a lot more boisterous and caters better to the target audience he has than my suggestion, and that may be why he has intentionally left "The right answer" blank so people are free to believe whatever they want
