Since this song was part of the episode "Cassette", it makes me imagine it as Cecil's mother's goodbye to her son before his destiny as the Voice of Night Vale would take him over and make him forget his childhood and youth. I believe she loved him but wasn't in good mental health (maybe she had disturbing visions that frayed her sanity), so she was frightened by the futures of both Cecil and his brother (Kevin?). Perhaps his sister (a certain established character's wife) was older and out of the house by the time Cecil was fifteen.

Anyway, before she disappeared, Cecil's mother wanted to keep "this embrace between you and I". But he could only hear it when he listened to the cassette.
