I find It symbolic that this is the first song you hear in Mafia 2, Vito gets back from war to his impoverished debt stricken family, its snowy, bleak, and cold, and yet things still seem way cheerier than later in the game, while the upbeat "modern" 50s music to the much darker events that happen while Vito and Joe are rich toward the end of the story contrast to the introductions poor, but hopeful vibe.

Joe and Vito aren't wealthy at the end of the game, they're basically penniless because they had to give a fortune to the loan shark. They screwed up the entire underworld of Empire Bay and would have been dead if it weren't for Leo.
