I love how this song is musically so different from Won't stand down, not only because it shows the diversity of what Muse can do, but because I think it is used delibaretely to convey two opposite feelings :

Won't stand down is from the point of view of the oppressed, it's about fighting back, realising that's you've been "used for too long". It wants you to revolt, to be angry. Therefore it's heavier, the bass line just hits you in the guts. You hear it and you love it immediatly because you feel like you've really experienced something.

Compliance, on the contrary, is "sung" by the oppressor. See how the lyrics are negative, even though the music is catchy and light ? It wants you to dance, to be happy, to sing the song until you've learned the lesson, until you've become compliant. It's repetitive, so you can remember the lines without realising it. How many people have said in the comments that they were disappointed the first time they heard the song, but now they're addicted to it ? I feel like that's the point.

WSD makes you feel like you've awaken and you can't go back. Compliance makes you feel like you can go over and over again so you never move forward. It tells you that "you will feel no pain anymore", but only because it anesthetizes you with happy feelings, a bit like in Huxley's Brave New World.

So to the people who don't understand why the two songs are so different and who feel "betrayed" because they expected something more like WSD, remember : Muse always tell stories in their albums. We've only heard two chapters of this one !

One of the most terrifyingly accurate depictions of how government operates today. The lyrics of course, but also the upbeat synth beat giving the impression of a happy, carefree atmosphere that masks the true meaning of what is being asked here (giving total obedience/compliance willingly).

The synth riffage you talk about is copied from The Euro Dance Music of the 90s. I Can tell i was listening to Haddaway, Dr Alban & Masterboy at the time and it is totally reminiscent of their stuff.
