Actually it's kinda weird that the personel said "Begin phalanx fire!" because, if I am not wrong, the CIWS works automatically!

@Grand Bakunin The Phalanx has a semi-automatic mode, when the CIWS locks on a target, it asks the controller to give him permission to automatically fire

@Freedom Flyer probably there were friendlies behind that missile. CIWS can't hit missile with every single shot so missed shots probably killed some Oseans.
