Overall Meaning

In "All Out," Tupac raps about being willing to go all out in his pursuit of success in the rap game, even if it means resorting to violence. He is determined to hold up the rap game while taking down his adversaries in the city, and he is ready to die for his fellow soldiers, stating he is ready for anything "come hell or high water." Tupac references some of his associates who have turned their backs on him, but he remains steadfast in his resolve as a gangster and looks to his fellow Outlaws as the only ones he can truly trust. He epitomizes his gangster persona with references to carrying a strap-back like a cobra and comparing himself to Saddam Hussein. In the end, he insists that all of his followers go hard and go all out no matter what obstacles they may face.

It's upsetting how some rappers acted like they supported me while I was alive, but when I died, they abandoned my message. Although I'm based in New Jersey, I still represent the West Coast mentality. Sadly, after I'm gone, there won't be many true West Coast rappers left, just people who profit off its image.
