When a driver intentionally lies about the cause of an accident, that person should face additional charges, for lying to the police.

Most times they can catch a charge. filing a false police report.

@Scott Shepnah, there is rarely, if ever, charges filed for lying to the police or insurance for most accidents. The drivers causing most of them always lie, if their insurance (assuming they have any) believes it can reduce their liability, they’ll ascribe blame to the other driver, hoping there isn’t enough evidence otherwise, therefore, get a dashcam!
