Or even in the other side of the spectrum, for example, in official csgo eSports tournament any player that the commentator references to as being from the French scene can be from Belgium, France or even Switzerland. At the end of the day is all about context.

That's just not how people categorize bands or artists normally, no?

Phoenix are a great French indie rock band for example. They sing in English but I've never seen someone categorize them as their favourite 'English' band. It's not done on wikipedia or any other description of the band. They sing in English but they are French. Being French is what defines them the most.

And yes strictly speaking 'French' can be talking about the language as well as the country but that's not how it works when talking about artists. It's pretty obvious that a lot of foreigners assume any song in French is from France just because they don't know any better. So when they say it's their favourite French singer. They assume that the singer is from France and that French songs are from France.

And about the cs go scene. It's just nonexistent in Belgium and Switzerland at the highest level. That's why good players who speak French go to the best French teams and become 'part' of that scene. This isn't the case for music though. Belgian artists don't move to France, they are Belgian why would they?
