And sure, they probably are very busy, but that doesn't excuse shitty police work.

They thought she was a runaway, based off of nothing, for months.
They brushed off calls about the smell of decomposition coming from the same area where her car was found.
Even after they found her, they then pitched some dogwater theory that Ebby crawled into the pipe herself and took her own life.

Busy or not, I would think a half-decent department wouldn't make such egregious errors.
I'm pretty sure the cold case units have their hands full too, yet their detective did a phenomenal job.
