@Patrick Trist Except the fact that it was the Republicans who had a higher percentile of Black Senators and Representatives, the first as early as the 1880's, was the unanimous vote behind the Women's Suffrage Movement, and was also the backbone in assisting the Civil Rights Act of 1964 and the Equal Pay Act of 1963. All whilst under White Dixiecrat Presidents (Dixiecrat being Democrats from the Southern States).

If anything, the Dixiecrats were the opposition force against Women's Suffrage and Civil Rights, and President Wilson passed one due to political pressures in 1920, and shot down the other because of his previous views from childhood to early adulthood on the South and his being a Civil War revisionist evangelist.

If we look at America historically, rather than the black and white glasses of "White People Racist", the Black Community started to really boom in the 1930's, 40's and 50's. Starting by the late 1920's, everyone was pretty much poor, but the black community was the hardest hit, with 19.5% poverty rate. The Jim Crow Laws enacted were designed to ensure that that number stayed there (in the Dixiecrat states, at least). But, as we see the statistics change, it is in SPITE of these laws, the Poverty Level for the Black Community begins to dip to 10.4% (the lowest it would ever be again, in the US), because, despite the Civil Rights Act and Equal Pay Act, Johnson also pushed the initiative for the "Great Society" Project, which included the Welfare and Section 8 Housing Program. And many older Black Gentlemen, who were children during that time of America, remember the "Welfare Salesmen" going door to door in the black communities, selling welfare and housing at the single cost of the mother/wife divorcing the father/husband and getting free money from the Government. The subsequent 6 decades since, has seen:

-$15 Trillion dollars spent, with the Black Community being the largest recipient for these funds, yet, as of 2019, their poverty level has topped at 15.4%.
-The Black Community has seen the largest single mother household rate (72%), whereas, prior to the 60's, they were the lowest in the US, at 7%.
-AND, above all, the ensuing social issues, including their being the largest population of Mass Incarceration... Ironically also ushered in by Biden's own Act (Violent Crime Control and Law Enforcement Act, 1994), which incarcerated hundreds of thousands, if not a good couple million of Black Americans, many of them innocent. Thanks to no-fault divorce and the courts swiftly swinging towards a pro-single mother, estranged wife attitude rather than trying to dissuade divorce and single parent households...

If any racism can be seen, its the party that has screeched of Social Justice... Yet provides no solution save "White Man Bad".
