As they always will be. Africa is a long way from being developed. Even with America, EU and China pumping tons and tons of money into infrastructure and other aid in Africa, it is simply not enough.
And it will never be enough. The difficult truth is that no matter how hard we try to build Africa with money and without it (doctors without borders, voluntary schools...), we cant feed all the hungry people.
Africans need work, jobs. That way they could survive, but there is no work for everyone because there is so much people compared to development of infrastructure. For every new workplace created there are 3 new born Africans.
In 30 years Africa will have doubled it's population, DOUBLED!
And in 80 years it will have a population of around 4 billion!
Compared to 1.3 billion today.

All the while it is amlost imposiible to reach half of Africa, and those are the place most in need. Why? Because they are in the state of constant war, warlords, separatists, government forces...and it won't end soon.

I'm afraid all we can do is keep giving them money to survive and let them settle their differences, unless someone prefers a direct interevention - USA style.
