The original heard version was first released as a B-side to Popscene in Spring 1992, around a full year before "Are You Gonna Go My Way?". Blur would've written well before that date too. Prob 1990/1991.... I can see the Lenny comparisons but it lacks the 7th style chord that is so prominent in his song. This is Blur. Period!
