This observation makes his reply even funnier. It's the exact reason he was able to talk Artie down into being sure but not fully sure and driving off. He heard his plan back, realized how stupid of an idea it was, and then says, "would I do something that stupid?" of which Artie agrees; it really was fucking stupid, so why would the boss of the entire Jersy mob pull a move like that? Tony's passionate, but never shown to be illogical. So Artie backs off. Tony literally did something dumb, and then uses the excuse of how dumb it is to avoid getting caught.
This also shows Tony's flaw of always trying to fix everything with money. That's the reason why he went through with the plan in the first place. When you think about it from a financial standpoint, and who wins out in the end, the plan was the best choice. But there were a million better ways to solve that problem if he just removed money from the equation.
