I just saw this at around 7:45 pm on Sunday September 25th in Fultonville ny.
OK it's actually an IFO.
Yesterday I saw a reverse conical light from what almost looked like a bright satellite or shooting star without the normal burnout flash at the end, and it just seemed to glance the atmosphere.
Now I'm thinking it could have been a 🚀 rocket.
