I believe Harry himself felt bad about the initial negative ending and he later added in one more stanza:

IIRC his own free-spirited young son was the inspiration for this song. I work with children and always try to remember the lyrics.

December 7, 1942 - July 16, 1981
While waiting outside of Colden Auditorium at Queens College, after a canceled concert, I met and had a few words with the man who was to have given the concert. In my eyes, one of the greatest men on Earth.
He was a dedicated humanitarian who fought to end world hunger. He was the co-founder of World Hunger Year or WHY, now known as WhyHunger, a wonderful and efficient non-profit that is still helping feed hungry people today. He was instrumental in the creation of the Presidential Commission on World Hunger in 1977.
He was a man that was posthumously awarded the highest civilian award in the United States, the Congressional Gold Medal. He was a man who performed benefit concerts for hundreds of worthy organizations during his career. He was a man who raised more than 3,000,000 USD for those in need in the last six years of his life. He was a man that donated to charitable causes an estimated 33% of the revenues from his indefatigable schedule of 200 plus concerts performed each year.
Besides his tireless humanitarian work, he was an accomplished and creative renaissance man that during his life was nominated for the following illustrious awards: Oscar, Grammy, Peabody, Emmy, and Tony.
He was a man that I was lucky enough to have seen in concert a handful of times between 1975 and 1980. He is a man that I still miss today.
His name was Harry Chapin.

Most of this song describes elementary school years, in the Great Depression.
The end of the song is him graduating to middle school;

When my youngest daughter was around 9 or 10 years old, she made a paper mache elephant that was painted many colors. One of the teachers said I needed to talk to her about what color elephants are. I played this song for that teacher. Then I asked the teacher what color elephants are and she said whatever color the artist wants. My daughter later attended an Art Institute. Now she is a very talented photographer and her daughter loves to draw and paint pictures with whatever colors she wants.

When I was 11 my class (the special needs class) were getting changed for the dress rehearsal of the Christmas play. A boy in my class who had severe autism and didn’t speak English as his first language was getting changed into his King costume, which consisted of an old curtain for the cloak and a strip of cardboard box card with gift wrap bows stuck onto it for the crown. The teacher castigated the kid over it, exclaiming, “You look like you’ve just come out of a jumble sale!” There might well have been truth in this comparison but he didn’t understand what a King would wear and she should’ve praised his creativity over the crown (the gift wrap bows looked like big jewels that you see on a crown). The teacher was a bloody narcissist if I ever saw one. I feel yours and your daughter’s pain.
