This reminds me...
Many years ago, I was at a roleplaying event. There was a bit of actual 'playing' going on. A Vampire themed evening. My brother was a huge fan, and I had no where else to be, so I joined him...
There was this woman who played a 'Ghoul' (servant of a vampire), and whenever I saw her, I though to myself "Damn, she's good..."
She had a bit of a limp, kept her arms half raised, her speech was a bit slurred... you could really see a Ghoul in her...
Then came time to pack up. We met again in the changing rooms, her husband, aka her Vampire master, was there too... he held a bottle of water to her lips, and I couldn't help but muse:
"Damn, you two really take the master-servant relationship to the next
They both looked at me a moment, then he pulled back her sleeves to reveal her deformed hands.
Turns out she wasn't 'faking' the limp. Or the slurred speech. Or the hunched over stance... She had a medical condition that meant her back and arms never fully developed.
I swear I wanted to die so bad at that point. Luckily enough they both laughed about it, and we met again the following years.
My brother loves to tell the story to newcomers every year <.<

Several years ago I had a an almost Identical restaurant experience with a friend that has Cerebral Palsy.
Even though he slurs his words if you make an attempt to listen you can usually make out what he is saying. If needed he will repeat himself or ask his assistant to speak.
Without asking him the waitress asked me what he wanted. I told her it’s my clients policy to allow him to be as independent as possible, and to please ask him.
Obviously he was annoyed so he had fun at her expense. He wanted meatloaf, not an easy word to pronounce but still...
Being annoyed, he made it a point to say it to where it was almost impossible to make it out. I knew what was going on and had to do everything to keep a straight face and not piss myself because it was ROFLMFAO Funny!
After three or four times each one worse than the last He gave me the OK glance and I helped him order dinner.
When the waitress left the table I asked him “were you fucking with her?” He nodded and said yes.
Needless to say it was AWESOME to fuck with an ignorant lazy person.

That is EXACTLY how my parents raised us to view the word retarded as well. Because of this once I went to college and became exposed to people outside the "bubble" I grew up in, I kept "getting in trouble" for saying retard...... what makes that even more hilarious is the fact that i am on the spectrum myself. So as you can imagine I was completely baffled, and it took quite awhile to realize I wasn't going to be able to switch them over to the way I was taught, so I have had to quit using the word...i would be eternally grateful if Titus could get everyone to see it thus way. Because it truly is a much more appropriate use of the literal definition of the word. 2:20 if you have all your faculties intact and still can't live up to your potential...THAT'S retarded. My sentiments exactly 💯

This is how I look at it too, but since so many people have deemed it inappropriate, I have stopped using it. Not because I want to be "P.C.". I just don't want to come off as an insensitive creep, so I have stopped using it. I try to use troglodyte instead, since it's a pretty decent substitute.
Edit: nobody should take what I have said to mean I think someone that uses it is an insensitive creep. I just realize that some people will perceive me that way if I use it.
