2015 - They realistically didn't have a song strong enough for the strong competition.
2016 - I'll give you this one, she should have went through.
2017 - They ended-up 3rd. Hardly underrated.
2018 - They should have and did qualify.
2019 - That song wasn't nearly strong enough.
So, all and all, sure, sometimes they were underrated, but at times many countries were. It's not all gloomy.
