Its absolute Bowie genius ontop of Visconti genius, that somehow anyone saying Blue Blue Electric Blue will be unable to make it sound anything unlike Bowie! Love it :)
I think the lyrics might even be Bowie contemplating the wonderfull Visconti tune and the lyrics are him waiting for the gift of sound and vision and the realisation that it just did.

Indeed (and I came to know Bowie just recently). I think individuals like this kind of show the rest of humanity that, until we are alive and in good health, we can (should?) live as if we are immortal. And there's no real reason to fear anything, there's no reason to suffer (from necessary, manmade causes), no reason to fight, have to wars, compete instead oc collaborating, etc. There is (or - can be) much more to this our short existence on this rock than we think (it makes me remember Charlie Chaplin's greatest speech, where he mentions this sentiment too).
