I believe there's a theory behind Vex's lost form.

I recently rewatched the season and I noticed that the diversity of animals was very lacking and I saw mostly bears, foxes, wolves, dears and bunnies. Animals commonly associated with forests and can also be seen in cold areas. The other thing is, formlings recieve their form based on their inner self by traveling, like your soul animal or something.

So here what may have happened to Vex. Not only his name suggests it, but his soul may not be fitting for any animal in the village so that's why he didn't recieve his form. He may have been a snake or other connected to dishonesty animal. Maybe he simply hasn't traveled to the right environment to discover himself as something else and just gave up too soon.

But if the reason that he didn't recieved his form is because he's just too malicious, I'll guess he was probably a fox.
