Faylan attended the Okinawa's Actors School International to learn to dance, though later pursued a vocal course to learn lyric writing and song composing. She began her musical career in 2005, and in 2008 she contributed songs for the soundtrack for the anime GA-REI -zero-. She was also credited for the contribution of insert songs for CANAAN.

Problem is probably on the license or law side of things.
Afaik, Japanese companies don't like risk.
So where in the US you can afford to get sued, I've heard Japanese companies will avoid it at all cost.
And often you don't know the details (And usually you won't get to hear them either).
Maybe the song was produced only as promotional material for Mirai Nikki, which was back in a time when Anime was before it has seen a growth of 50%
especially from the overseas market. So it makes sense if they didn't think of overseas market when negotiating the sales of the music.
If they'd want to sell it or stream it now, they'd have to go to some lengths to do this.
The only reassuring words I can say is that Lantis has brought over many artists already (for example Yousei Teikoku, which also made OPs and EDs for MN and many more). So they're probably not the once blocking the music.

Also Spotify is not the source of income for many.
It's still mostly physical media or direct purchases.
But given that often times you can't even buy it easily outside of Japan, I get your problem.
Sometimes you could even buy it, but you get asked a shipment address in JP
while you only expect a download, so even though you could technically pay for it,
it feels like something you shouldn't do, so you're like: "Yeah, nah, thanks."
