The state has a pathological fear of its citizens taking matters into their own hands, so labels the individuals that do as dangerous or deranged. I think this is also why offenders are sometimes labelled as victims (which some usually are until they start to abuse), so the state can attempt to dissuade people from administering their own justice, even if that gives the offenders the slack they need to repeatedly abuse or offend.

It's all part of the "have to be seen to be doing something" tactic, which usually results in innocent people suffering.

People like him should be AT LEAST jailed for life on the first incident. They cannot be rehabilitated.

They are hard wired that way. We used to camp near a facility that housed young male sex offenders. They would maintain the campground under the watchful eye of the facility staff. We had a conversation with the director who stated that there is no way to rehabilitate them and all they can do is try to create a positive environment for them. They would continually have sex with one another when they had the opportunity. These were teenage boys that would likely choose the wrong path in life and have the potential to reoffend. To say this was sad is an understatement.
