It reminds me of the old motion manga some producers made back in the day, they drew their own vocaloid manga skits and just made the characters voice themselves in that slightly flat, choppy cadence for the dialog since the program back then was a bit awkward when it came to non music related more natural sounding spoken voices, is so nostalgic

The moment I heard the disjointed speech, I was like, “Holy crap! It really is Miku!” I was born only about a year before Vocaloid debuted, so it wasn’t until I was like 14 that I ever actually heard her voice, and upon hearing it, I was enamoured, the idea that this voice is 100% computer generated along with catchiness of the songs (even though I couldn’t understand the lyrics) has permanently secured a place in my heart for Miku and it’s so nice to see her getting a full-on voiced appearance in an anime instead of just some kind of a reference, which themselves are kinda sparse. So long as she keeps making appearances in this series, I’m gonna be watching and waiting to cheer when she pops up again.

I don't speak Japanese, so I don't know how official that comparison video is, or even what the people in the comments are saying about it, but it could also be differences in tuning if it's actually her VB (or one of her VBs as there are many)
I've heard very realistic tuning using Miku's VB before, so this wouldn't be the first time if that were the case

@M.I nope, this is definitely Miku's voicebank but really well-tuned! They also use Miku's voicebank to speak in the game Project Sekai Colorful Stage, and there's lots of vocal resemblance to this clip and the game.

While Saki Fujita is definitely good at making the Miku voice (I mean, she IS a voice provider), there's a mechanical feel to this clip and the pitchbends aren't that smooth, so this is definitely Miku's voicebank!

I thought Miku was voiced by her voice provider, Fujita Saki, just like the last time they did this (Shinkalion, btw). But at the end, I realized they went and used Miku herself just for this scene!
