Pulseman's attack is called Volteccer actually, which is more based in name to Tekkaman's signature Vol Tekka, a powerful beam attack. I'm half sure the japanese spelling of all three Volt Tackle, Volteccer and Vol Tekka is the exact same.
Also, Porygon wasn't the first time a half-virtual half-real creature made by gamefreak tried to give everyone seizures. You don't need to look far beyond AntDude's footage to realize that Pulseman is a declaration of war against epilectic people.
Seriously, it's an okay game but absolutely DO. NOT. PLAY IT if flashing lights cause you discomfort. They don't shy away from doing the forbidden red-blue or red-green combo strobe lights that absolutely will send you right to the hospital.
Porygon did nothing wrong. Rotom did.
Speaking of Rotom, it was introduced in Diamond and Pearl as coming out of a broken TV displaying static. Now go and take a look at Pulseman's title screen, complete with him coming out of the static and doing that hand gesture. Gamefreak absolutely love throwing references to that game, but they know damn well to not touch it with a 10-meter pole after what happened with that one Porygon anime episode.

Actually, in Pokemon X and Y, there's a NPC in Lumiose City who references Harmo Knight. He says "I've been playing this game where this little dude smacks around enemies to the beat of the music."
