Very understandable. The fact that the longest melismas are on the [a] sound of "delight" also contribute to make it sound like laughter. It's a very well-thought-out piece.

dragongirl7978 That’s why Händel was such a master. So often, the music mirrors the words in denotation and connotation - the stretto entries on “let him deliver him” are so evocative of mockery and laughter. Sheer excellence!
