@Puddle Slime pharah is always a good pocket target because being in the air is preferable for mercy. just make sure you don't hold jump the entire time on descent. it's good to make your movement in the air unpredictable by falling normally, holding jump, and holding crouch (this makes your descent speed up, opposite of holding jump) with a varying pattern. hold damage boost by default, and flick to heals when needed (you can press both at the same time, at least on pc). if you and the enemy team have widow, make sure you boost her (if she's in a safe position) because she will need less charge on her scope to kill the other widow.
a good frame of reference for who to boost is damage break points. for example, pharah without boost takes 3 indirect rockets to kill a 200 hp target but with damage boost it only takes 2. numbers are subject to change in ow2 so i won't give more examples, just know that mercy damage boost is currently at 30%.
spam heroes (like junkrat, symmetra, and to some extent mei) are never a bad boost target, and a cassidy that stays with the team is a great one.
situationally, it's good to check your team's ult statuses frequently. anyone who is close (75% or so) to ult should take priority over others. obvious exceptions being flankers unless you have a way to get back to the team safely.
one final tip: make sure you boost rein's fire strikes! he doesn't have opportunity to build ult otherwise, until the enemy engages.
