Most of them are fairly easy if you grew up in the right decade that you were a teen around this time (I was ~13 at the time, possibly a bit young)...I definitely saw Floella Benjamin (black lady with a large ponytail, best known for Play School) a couple of times, and I assume that was Grotbags (from the Rod Hull and Emu show) in the front row. Paul Daniels was also in it. Woman in the "flamenco" outfit was Dorien from Birds of a Feather (Leslie Joseph)

1:03 was Punt and Dennis (in middle, Dennis on left) with Newman and Baddiel (Newman on left) on the outside
1:38 looks like Enfield and Whitehouse
1:42 is Leslie Joseph
2:11 is Paul Daniels
2:34 is Floella Benjamin
2:45 is where they are all together on stage, including Grotbags (green wig) to left of Hale & Pace

I'm ignoring a few obvious ones like Rowan Atkinson (as himself/character and Mr Bean), and there's a whole bunch I don't recognise as they would be cultural references to famous people from before AND after my childhood around that time, but there's 10 to get you started. I did a quick google, and apart from the musicians (who I didn't name above) it seems I have given the longest list of cameos so far (most mention Rowan Atkinson and that's it, some mention Bruce Forsythe which was a clip and he didn't actually cameo)

Godawful song, but that was the point...a lot of H&P songs are like that, they don't last forever.
