@Eidric Da Cool There are different interpretations. I don't think Beethoven had this in mind. Wikipedia says Beethoven said it is structured "like his Choral Fantasy, Op. 80, only on a much grander scale."

@Brainy Narwhal It's actually a mini symphony. The Recitative and Variations I-VI is the first movement. Variations VII-IX form the second movement. Seid umschlungen Millionen and Ihr stürzt nieder form the third movement. And the double fugue to coda is the final movement.
