The lyrics of this song is clearly sung from two different perspectives. Possibly Smeagol and Gollum/TheRing. If you look at the lyrics, the first half is an accusation and the second is the reply.
During the second Stanza the lyrics say...
"These tears WE cry, are falling rain.
For all the lies YOU told us, the hurt, the blame.
And WE will weep, to be so alone.
WE are lost, WE can never go home."

During the last half of the song...
"These tears YOU cry, have come too late.
Take BACK the lies, the hurt, the blame.
And YOU will weep, when YOU face the end alone.
YOU are lost, YOU can never go home."

Its possible that this song just reemphasizes the dichotomy that Gollum had became once he lost the ring and was left with only his fractured psyche for companionship. Throughout the trilogy you can see numerous examples of times when Gollum ridicules and criticizes Smeagol for no other reason than to crush his spirit. Reminding him that he is a murderer and telling him that nobody likes him, etc. This all fits within the lyrics of this song.

However, that being said, I don't think this song was originally intended to be viewed as a literal conversation, nor to be dissected to this extent. Its just meant to be a beautiful song, with a somber melody that fits with Gollums depressing story line.

I have no idea why this is "Who sung it" debacle is even debated. The song is called Gollum's song therefore it most definitely means that GOLLUM SANG IT to Sméagol. The ring does not speak to Gollum or Sméagol in any cohesive way it only whispers black speech to make itself addicting which gollum most likely cannot understand. It cannot cry tears with him or cannot do any actions that the song is saying they did together also.
