I don't think it is a romantic song at all. It is on the album "All the Lost Souls," and it is full of religious imagery. He talks about killing a man in war and asking if he is welcome in paradise (heaven). I think it is meant to be a two-way conversation with God. He doesn't feel worthy, although he wants God's love. God is replying that he really wants him, and tells him that he saw life begin and history unfold. Consider the lyrics:
