Jay-Z is quite correct here. His rights according to the Constitution are exactly as he describes them.

I'll argue against. Let's start with line 3 "I got the rap patrol on the gat patrol". Being armed is a right. Especially as an individual. Constitutional rights are afforded to individuals, not always groups based on purpose. Being an armed group out "patrolling" is often seen as a mob looking for trouble, asserting authority or using intimidation to coerce strangers into aligning with their goals.

This is the first mistake, especially because most businesses have a no loitering sign which covers the whole premises against random groups of questionable motives just randomly hanging around in front of the business. It discourages business. The mobs would often do this back in the 30s thru 50s to force a business into paying protection money. Patrons of the establishment were harassed or "stared down" as they would enter, often discouraging shoppers from returning. Eventually it strangles the business into compliance, submission or closing/moving.

It's the same set of laws governing "fighting words", "intimidating behavior" and "violence escalation through groups". Specifically, if the group has been sent out by JayZ armed to accomplish some mission, it doesn't automatically guarantee that they are constitutionally afforded the same rights as individuals. Military law expands deep into this subject, UCMJ - uniform code of military justice. 1-2 men do not carry the same level of threat and intimidation as a group of say 12.

Now we don't know their intent until a specific crime is committed, but in general, sending out a group of armed men to enforce or accomplish your personal goals despite the law can be very illegal, if caught. If federal authorities established that JayZ (in the context of the song) did send out a group of armed men to accomplish some non-specific goal that resulted or aided in the breach of public safety or some other crime, then no, his later stance (in the song) of being afforded the individual constitutional rights pertaining to search warrants, being pulled over, etc. are not necessarily correct. This remains true even if they said they pulled you over for speeding.

Legally, about 17 more lines in the song also walk a very very fine line, I'd argue 1/3 of them would break the law.

I would also argue that the statement "I aint stepping outta shit, all my paper's legit" would not necessarily prove to my satisfaction as a law enforcement officer that said papers were indeed in order without a thorough examination of the documents in question.

@@MrGoneTroppo It certainly doesn't. And in most states, stepping out of the vehicle is a lawful order whether your paperwork is legitimate or not. Unless the officer's behavior is life threatening, which occurs less than 300 times a year in the US across 50 million crimes (jay walking, parking tickets to murder) and 800,000 police officers, then a citizen is obligated to follow the orders of an officer. Going back to dispute the interaction through a complaint or lawsuit if the law is broken is the more appropriate action.
