DISAGREE. My favorite decade was 90s because it had good sitcoms on NBC, ABC, etc but also Quantum Leap, X-Files, Simpsons on FOX and syndicated shows like Xena, Hercules, Baywatch, Babylon 5, Star Trek TNG/DS9/Voyager, Gene Roddenberry's Final Conflict, and so on. The 90s was overflowing with great shows.
