For a list of rules, I find the placement of rather important ones being so deep into the list rather odd.

Okay, the first rule being "Always expect the unexpected", that I can get, that's very important for people who do so many varied activities. And "rub all documents with a pencil" being the the 200s definitely does make sense, that's not going to come up everyday.

But, how is "Safety doesn't happen by accident EIGHTY-FOURTH rule? That's like, VERY important for a bunch of 11-year-olds in the wilderness to remember.

How are we in the QUADRUPLE DIGITS when he get to "A Woodchuck chief must always be honest with this troop"?

How is one of the most IMPORTANT rules to follow, when camping anywhere near a bear in the 800s?
