Holter, a Los Angeles native, grew up in a musical family. Her father plays guitar and once performed with Pete Seeger. Her mother, Carole Shammas, is a prominent academic and currently holds the John R. Hubbard Chair in History at the University of Southern California. Besides playing and recording music, Holter tutors students and works with a nonprofit organization for teenagers in South Central Los Angeles. After graduating from CalArts, where she studied composition, Holter contributed songs to multiple compilation albums in 2008. She performed in the LA Road Concert with the Open Academy Youth Orchestra on Washington Boulevard in 2009. The following year she began playing with Linda Perhacs' band. In 2010, she released a CD-R titled Celebration and a collection of live recordings.
Her debut studio album, Tragedy, was released in August 2011 on Leaving Records. Inspired by Euripides' Greek play Hippolytus, the album received generally favorable reviews and was named one of NPR's "Best Outer Sound Albums Of 2011".
Holter released a second album, Ekstasis, in March 2012 on the RVNG label. The album drew comparisons to works by such artists as Laurie Anderson, Julianna Barwick, Kate Bush, Joanna Newsom, Grouper, and Stereolab, and received many positive reviews. Holter spent three years making the album, whose title comes from the Greek word meaning "outside of oneself." The music video for album track "Moni Mon Amie", directed by Yelena Zhelezov, was also released in March.
In addition to collaborating with other California-based musicians like Nite Jewel (Ramona Gonzalez), Holter recently released her third album, Loud City Song. Unlike her first two albums, which were recorded mostly alone in her bedroom, Holter recorded Loud City Song with an ensemble of musicians

I'd even let the cattle ride away--I wouldn't blink an eye
No I wouldn't blink an eye
He walks by me painting a freeway to go far
But I ride his motorcycle round and round him twenty times
I go nowhere twenty times
I feel the charge like I've a good thing to run to
But I only hear the rattlesnake winds
They blow dust and I'm helpless to fight back
Can you bring me
A fresher perspective please?
Should I be a prouder conqueror
Just bathing in the light?
Oh true it's brighter than
Sky we left years ago
I'll take a photograph and pass it by my eyes
Everytime
I decamp so wearily
Oh, every time I do put on boots
I feel the charge like I've a good thing to run to
But I only hear the rattlesnake winds
They blow dust and I'm helpless to fight back
In Julia Holter's song "Everytime Boots," she sings about the struggles of taking action and moving forward. The first verse "I'll take my time here, there's no reason to rush, I'd even let the cattle ride away--I wouldn't blink an eye, no I wouldn't blink an eye" portrays a sense of calmness and patience in taking time to make decisions. The line "I'd even let the cattle ride away" suggests that the singer is not in a hurry and has no immediate need to act, as they would be content to let the cattle go, implying that they are not bound by time.
The second verse, "He walks by me painting a freeway to go far, but I ride his motorcycle round and round him twenty times, I go nowhere twenty times" shows a contrast between the singer's indecisiveness and someone else's drive to move forward. The person painting a freeway to go far is a symbol of ambition and taking action, while the singer rides a motorcycle in circles, indicating a lack of direction and progress. The singer acknowledges this, but feels helpless and unable to fight against the "rattlesnake winds" that blow dust in their face, pointing to the difficulties of making change.
In the chorus "Every time I do put on boots, I feel the charge like I've a good thing to run to, but I only hear the rattlesnake winds, they blow dust and I'm helpless to fight back," the "boots" represent a sense of readiness and the possibility of progress. However, the "rattlesnake winds" continue to hold the singer back, making it difficult for them to act on their impulses.
Overall, "Everytime Boots" is a song about grappling with the challenges of taking action and moving forward. The singer seems to be torn between being content with their current situation and wanting to take risks and make a change.
