The way I see it, it is a tribute to David Crosby. His 1971 song 'Orleans' (which sounds very much like this one) is made by an American about French cities. So as a homage to him, Justice made Ohio - a song by Frenchmen about American places. ;)

minor nitpick, "Orleans" was not so much an original song as Crosby's arrangement of a much older (as in, 500+ year old) French song

AndreasGowno Just a wild thought, I thought we could interpret this song to represent the current American political landscape as well. Ohio is a well-known swing state, California is a blue state, and Tennessee is a quite red one. Thus, the ultimate question of "Ohio, California, and Tennessee" just repeats itself endlessly every 4 years.
