This is a spoof on Fraternities at colleges, specifically the Divine Nine, which are nine historically black Fraternities and Sororities that range around the World. Apart from the community services they perform, they are known to show a sense of pride through strolls, steps, and chants such as this.
The name stems from Alpha Phi Alpha, which was the first official black Fraternity. There have also been several ‘spoof’ fraternities and sororities that have popped up around and many of them connect their names using the phi symbol
Examples are Groove Phi Groove and Me Phi Me. Kanye is simply playing on this idea with Broke Phi Broke.
