This can be taken as the speaker saying they plan on going against the more traditional views of love. In modern times the most commonly viewed sin related to love is being gay.

I personally think that the meaning can be stretched to fit other things as well and that there's no set thing it's about. I feel it's more about liberation from traditional views that feel suffocating, in general.

Sometimes when I read the lyrics I think that it's about a gay or a lesbian couple
" The world may disapprove "
Most of the people hate LGBT and they don't like them
" So let's be sinners to be saints "
Sinners because they love a person of the same gender
" And if we're sinners then it feels like heaven to me "
If they love each other, even though they are LGBT, then it's like heaven for them because they love each other really much

The people who judged them made them feel bad (?) and they sometimes started to feel that they were wrong about their feelings and they are not supposed to be together

There was this guy named Leonard Matlovich. He was a Vietnam war veteran and he was also homosexual. Years after he was dismissed from the military, he died from Leukemia. Today written on his epitaph is "When I was in the military they gave me a medal for killing two men, and a discharge for loving one". 

May be a bit irrelevant but I'll share it anyway because it speaks a message that think I we can all learn from.
