Max Richter himself identifies as Post-Classical. Modernist music was written in the beginning of the 20th century. His music is most definitely influenced by classical composers.

I would call Max Richter a cross over composer. He writes many pieces that are electronic based and more popular pieces, but he does have a firm ground in contemporary classical music. Gershwin was another example of a cross over composer who had one foot in classical and another in jazz. I like to say that Richter is a contemporary classical composer just because his music fits into the type of contemporary classical being written today.

This piece in particular has strong ties to the piano music of Philip Glass and Richter's recent recomposition of The Four Seasons only solidifies himself as a contemporary classical composer. I would even venture to say that he is post-modern with his varied influences and genre bending music. I wouldn't say that he is neo/post-minimalist either. John Adams is a post-minimalist. Richter has influences in minimalism, electronic music (check out infra), and influences in the Baroque as well.
