To the people saying "but Hitler was Austrian", with the same logic Bismarck was Prussian. Both were from a formerly independent ethnically German population which became a part of the German homeland under their leadership. Being considered "German" used to be about more than just being born within "Germany".

I love playing Bismarck with his Furor Teutonicus on modes with Raging Barbarians.
You take Honor policy and basically farm gold and culture from peasants. It can be usually done with 3-4 archers. Becomes absolutely OP at some point.

Stryfe564 Any early-game military in Civ V can be a joke without siege units.

Heres why: I had a game once where Bismarck did that to me 3 times in a row. I was on good terms with him, when suddenly he'd declare war on me. He would then send mostly what you described: A swarm of warriors, archers, and maybe other ancient/classical era units after my frontier cities. I had a decent military, and would use it (and my cities) to pick them off one-by-one. Everytime I did this and his units got within range of my cities, they'd run away, and later come back, which would repeat until I decimated his military.

Eventually he offered me peace, which I accepted out of both forgiveness and intolerance. War with him was more of a nuisance than a threat.

And then after some several hundred in-game years he'd do it again! After the third or fourth time, I was like "I'm sick of your shit Bismarck!", and conquered his entire Civ. I think I used 3 artillery units and a great general, although that could've been a different game.

To me, this is the war theme of the General Staff. This is the theme for meticulously planned warfare on a mass scale. I can see Moltke himself knowingly nod as he overlooks a map with troop movements and timetables laid out to the minute, he knows once the wheels are in motion nothing than stop the Prussian advance....

Germany from my experience, are not to be trusted at all. First game I had with them (Also my first Civ V game), I found them. We made a declaration of friendship and all was well. Not long after, they threw down three cities between my capital and my tertiary city. It was literally like an iron curtain. They was pretty much taking advantage of my patient nature at this point. Then they started to get pissy and denouncing me. After the third denouncing, I was like "Fuck it" and steamrolled those three cities. I maintained a defensive line in my tertiary city so they couldn't sneak-attack it while I was absorbing their curtain. Soon after, I went on to consume the remainder of their empire.

I even gave them a chance at one point, by returning their capital back to them. Didn't change anything and they pushed my buttons and made me take it back by force.

On two other occasions I was watching my brother play, Germany declared war on them. Twice. After having made a declaration of friendship.

Bottom line, Germany are backstabbin' scumbags and if they can squeeze themselves into even a little spot in your growth, they will do so.

I was playing CIV V as the Songhai. On my continent, I had conquered Hanoi, France, Siam and China, and was the among the best in technology and military. Germany, and the city-state of Budapest were my only true allies throughout the game, France, Rome and Hanoi betrayed my trust, but I thought no matter what had happened, Germany would stay on my side. After splitting China with my German friends. I was just playing the game peacefully, and I noticed that Germany was moving their military towards my borders.

Foolishly, I had just dismissed it, assuming that they might be afraid of my military and are positioning just in case I attack, or that they're going to war with Greece, as they had poor relations with the country. Wrong, this asshole backstabbed me and killed a fuckload of my poor unexpecting military in just one turn. Later, I stomped him into a pile of his own shit with the help of Greece, as I managed to drag them onto my side and help me through a trade-agreement, but I'm still upset that our relationship that had been going well for thousands of years ended in me having to destroy him. :(

All of these leaders you're mentioning brought their empires to greatness, either despite or because of the less virtuous parts of their history. Hitler wasn't just a bad guy, he was really incompetent and was a net negative for his nation by a wide margin. There's no arguing that he would be a better pick than Bismarck, who MADE Germany.

It'd be too controversial and would negatively impact purchases, especially in Germany where a great deal of Civ's playerbase is situated. And besides, Bismarck is just as influential too.
