The songwriter talks about why people need to keep more and more, they are scared of losing what they have. The chorus of the song repeatedly talks about how the town's people build literal fences to keep themselves safe from the outside world. They keep themselves in a bubble where everything is too controlled, making it impossible to learn and grow.
The bridge of the song motivates the listener to break out of that mundane existence and join the movement.
