Due to climate change? BS. Satellite altimetry, much more accurate than tide gauges these bozos rely on, shows a sea level rise of less than half a millimeter per year. Hawaii's coast lines will never be stable because the islands, part of earth's crust, are moving over a hot spot in the earth's mantle. Volcanos build up the island, then the sea erodes them as they move away from the hot spot. The plate is moving more than fifty times faster than the sea level is rising. The coast line is going to be claimed by the sea. Expenditure of enormous resources can delay the erosion but in the long term there's not a damned thing to be done about it.

i'm not sure why this is such a surprise... as an elementary school kid in the 90's i was taught about how hawaii's formation is based on the movement of tectonic plates over a volcanic hot spot, and each island that is not actively spewing molten rock will always be eroding and shrinking down from the size that it used to be; oahu will eventually become two separate islands... AAAND by the time the rail is done, it will be picking up people that pulled up to the kalaeloa station by boat.

Just look at the island chain north of Kauai to see the future of these islands. Also, as many have stated here, we're not on stable ground (crust/plates/etc.), and no amount of building or taxing or "immediate action" will change that. Since EVERYONE OF THE "EXPERTS" KNOWS THIS, they must have other motives...
