It's the distinctive singing of Terry Hall (of The Specials and Fun Boys Three). He co-wrote the song with Jane Wiedlin of the Go Gos. Of course The Go Go's had a hit with this song and Fun Boys Three recorded it as well. BTW, Nouvelle Vague covered another Terry Hall written song (re: The Specials)... "Friday Night, Saturday Morning".
