That you'd really tear me apart
But what you did not understand
Is that you really didn't own my heart
You went out and did everything
You made me stay at home
But all the time while you were out there girl
Tell me who
Who's fooling who
Are you fooling me
Or I am fooling you
Who's, who's fooling who
Who's fooling who
Were you fooling me
Or was I fooling you
You see while you thought
You were seeking away from me
There was always someone else
That I was waiting to see
But that's really not important now
It's all over said and done
And now that the truth is out little girl
You weren't the only one havin' fun
Tell me who
Who's fooling who
Were you fooling me
Or was I fooling you
Who, who's fooling who
Are you foolin me,
Or am I foolin' you
You see I got the last laugh
You'va laughed all that you could
But what you didn't know little girl
Is that I always had the winning hand
Tell me who
Who's fooling who
Are you fooling me
Or I am fooling you
Who, who's foolin who
Are ya foolin' me,
Or am I foolin' you
Tell me baby, who's foolin' who
Were you foolin' me or was I foolin' you
Won't ya tell me
Who is foolin who
Who is foolin who
Who is foolin who
Who is foolin who
Who is foolin who
Who is foolin who
Who is foolin who
Who is foolin who
Who is foolin who
Who is foolin who
Who is foolin who
Who is foolin who
Who is foolin who
Who is foolin who
Who is foolin who
Who is foolin who
Now tell me who (Who is foolin who)
Who's foolin' who (Who is foolin who)
Were you foolin' me (Who is foolin who)
Or was I foolin' you (Who is foolin who)
Who, (Who is foolin who)
Who's foolin' who (Who is foolin who)
Were ya foolin' me (Who is foolin who)
Or was I foolin' you (Who is foolin who)
Who was foolin who (Who is foolin who)
(Who is foolin' who)
Were ya foolin' me for my foolishness girl (Who is foolin who)
Or was I foolin' you (Who is foolin who)
The lyrics of One Way's "Who's Foolin' Who" is about a cheating partner and the deception that both parties play in their relationship. The song speaks to a displeased lover who has been hurt and deceived by their significant other, but at the same time finding their own ways to cope with the pain. The singer of the song is addressing the unfaithful partner, questioning who is the one that was truly being fooled in the relationship. Despite the partner's attempts to seek solace in others, the singer finds someone else to fill the void in their own life, causing a back-and-forth play of deception between the two lovers. Eventually, the singer reveals that victory was always theirs, and they always had the upper hand in the relationship, hence the lyric "But what you didn't know little girl Is that I always had the winning hand."
The song speaks to the inherent human fear of being seen as foolish when it comes to love and suggests that everyone is susceptible to being fooled in a relationship. "Who's Foolin' Who" takes the listener on a journey of emotional pain and confusion caused by the discovery of infidelity. While the singer seeks answers to their questions, he also acknowledges his own guilt, leading to a complex relationship dynamic. Overall, the song is about deception, betrayal, and the coping mechanisms that one uses to deal with heartbreak and betrayal.

You thought when you had left me
You believed leaving me would have a significant effect on me
That you'd really tear me apart
That I would be entirely and emotionally destroyed
But what you did not understand
You failed to realize
Is that you really didn't own my heart
You did not have complete control over my emotions
You went out and did everything
You went out and enjoyed yourself
You made me stay at home
You required me to remain at home
But all the time while you were out there girl
However, while you were out having fun,
I wasn't always at home alone
I was frequently not alone at home
Tell me who
Who is responsible
Who's fooling who
Who is deceiving whom
Are you fooling me
Are you lying to me
Or I am fooling you
Or I am the one lying to you
Were you fooling me
Were you deceiving me
Or was I fooling you
Or I was the one deceiving you
You see while you thought
You believed that
You were seeking away from me
Your aim was to get away from me
There was always someone else
There was always another person
That I was waiting to see
I was patiently waiting to meet that person
But that's really not important now
However, it does not really matter now
It's all over said and done
It is a thing of the past
And now that the truth is out little girl
And now that the truth is revealed to you, young lady
You weren't the only one havin' fun
You were not the only one enjoying oneself
You see I got the last laugh
I have the final victory
You'va laughed all that you could
You have exerted all your chances of winning
But what you didn't know little girl
But what you didn't know before, young lady
Is that I always had the winning hand
I always had superiority over you
Now tell me who (Who is foolin who)
Now, I ask you, who is deceiving whom?
Were ya foolin' me for my foolishness girl (Who is foolin who)
Were you taking advantage of my gullibility, girl? Who is deceiving whom?
Or was I foolin' you (Who is foolin who)
Or was I the one deceiving you? Who is deceiving whom?
