For those in question, this is Dre 3000's homage to the victims of Hurricane Katrina. The sense of togetherness shown by all ages, to rejoice and party together, despite being up to their necks in hardships. Speaks to the failure of the U.S. government to step in and provide aid in a timely fashion to those left in peril by the storm. He implores blues music, the ramshackle house and decor, to highlight that nothings really changed for people of color. Which is why the variations of the "blues" is spoken of. Such a brilliant work of art.
