Making their lives easier?

Some require moving or crazy commutes, like with Cooper or Chuck (Or the Pastaria)
Some he directly uses indentured servitude. (Cupcakeria and Pancackeria)
Some he preys on desperate people (Pasteria)

In all of them he heavily underpays his workers and takes the money that the customors pay for their orders, leaving them only with meager weekly wages and tips.

There is a couple times where he actually helps though (Bakeria) and a couple where they willingly apply, even if they’re getting a bad deal or not getting what they expected (Donuteria, Freezeria, etc)

He has very questionable business practices, as he randomly hires people from the street without properly interviewing or training them.

This is first explained in Papa's Pizzeria, in which Roy (Joy, and Custom Player HD mobile port only) is the Pizza Delivery person. Who has never done cooking before, nor have been trained to do other positions. Additionally, he abandoned them, to go on one of his adventures and didn't let them know beforehand, forcing them to do all of the work by themselves. Which is seen as a neglectful personality.

And also in Papa's Freezeria, Alberto and Penny (Custom Player HD Mobile Port and Deluxe only) have accepted the job in which the flyer claims to have stress-free work, yet all of the customers ended up going to the place in which they have to do everything on their own. Shown in the intro cutscene, they didn't get much training at all. Additionally, it is revealed that Papa Louie was driving the St Louie boat this whole time in Papa's Freezeria Deluxe.

In Papa Cluckeria, instead of helping the player about the food wars. He abandons the player to do all the work themselves.

He gives the job and business to these characters for very simple and/or completely dumb reasons. Most of the time, without warning and/or without any contract. (Papa's Mocharia is the only game to feature the workers accepting a contract.)

Papa's Burgeria: Marty and Rita for simply finding the place.

Papa's Taco Mia: Mitch and Maggie (Custom Player HD Mobile Port only) for winning the Taco eating contest. They already got the trophy for winning it, so what's the point of giving them the restaurant, as there isn't any mentions of being hired for winning it?

Additionally, if Kingsley and James didn't give up during the Taco eating contest and actually won, that would mean Kingsley or James would get the Taco Mia job instead. Despite James later being an employee in Cupcakeria, and Kingsley later being the host of Kingsley's Customerpalooza, in which introduces custom characters.

Papa's Pancakeria: Cooper and Prudence (Custom Player HD Mobile Port only) found their pets at the Pancakeria after Papa Louie first found them, not realizing that Papa Louie actually gave them the job. Even though all they wanted to do was to find their pets, not work at a food joint.

Papa's Wingeria: Chuck, Mandi, and the Custom Player won a trip to Starlight City in which they get a spin on the slot machine in which they actually won the jackpot. Instead of getting money however, they end up winning the restaurant.

Papa's Pastaria: Doan, Utah, and the Custom Player try to get a place to stay so they can go to the Wedding that they were invited to. However all of the areas they try to find to stay in (such as a hotel) cannot be found, however the Papa's Pastaria place so happens to be rentable so they end up clicking it, not realizing they signed up to be working at the place.

In real life, this would be considered to be bait-and-switch and Papa's listing for the place would be removed in violation of the site's terms of service.

Papa's Cheeseria: Rudy, Scarlett, and the Custom Player have their musical instruments stolen by a thief in which the thief tries to sell their personal belongings in a different store. But instead of the player or Papa Louie simply calling the police to get their stuff back, the player of course has to work there.

Heck the game's plot would be solved in just a few minutes if the player character would've simply called the police to investigate the robbery, and not spend months working to get to rank 65 just for the police to finally arrest the robber.

Papa's Bakeria: Timm, Cecilia and the Custom Player apply to their dream job in which is a dancing studio inside Whiskview Mall. When they arrive, however it turns out the dance studio was closed and it is currently leased. Papa Louie would later rent off the building, and use it as the Bakeria forcing the player to work there instead.

In real life, the job listing would be removed from the site if the place went out of business.

Papa's Scooperia: Carlo Romano, Koilee, and the Custom Player mistakenly rent a place that was actually the Scooperia place that the thief/fraudster was renting them out. Like Cheeseria, instead of simply calling the police to get their stuff back. They end up working there.

Similar to Cheeseria, the plot would have been solved in just a few minutes if the player character would've just called the police.

Despite the games in the series being called "Papa's (Gameria)" Papa Louie himself only appears briefly in the beginning of the game, and only when you finish the game with a certain rank does he actually come back in a cutscene.

This would mean that the restaurants would technically be named after the worker, as they mostly worked hard in the restaurant and bought things for it rather than Papa Louie.

He abandons the player into operating the business all by themselves, which is seen to be neglectful considering it would be very hard for them to multi-task to make the customers' orders all by themselves. (Later games, starting from Pastaria would allow a second worker.)

Additionally his businesses run off tips, rather than money from the customers which is a bad move considering his businesses need money to stay up-float and prevent it to become out of business.

Also, if his workers give them bad service (Giving them the wrong order) they will not give them any tips, resulting in his business losing money.

In total, he is operating 16 businesses at once, however since the worker is actually operating the business for most of the game they would be considered to be the actual owner of the business and not Papa Louie considering they are using the money from tips to use on the business themselves instead of Papa Louie.

Additionally, with Papa Louie owning so many businesses at once and not operating them mostly himself (As Papa Louie tends to abandon the player into doing the work themselves). It is possible that Papa Louie is a fraudster.

Considering his terrible business practices, he can be considered to be a bad business owner and a possible contender for being a con artist.

I think I'm gonna list out if the characters are being hired by Papa Louis or they got themselves into it.

Pizzaria: Roy is Papa Louis' regular pizza delivery boy.
Burgeria: Papa Louis' gave the winner the restaurant without letting the winner know it
Taco Mia: Mitch won a taco eating contest but didn't expect to win the whole restaurant as well.
Freezeria: (I don't know the name) went to the island for a stress free job. But I didn't realize the island became a tourist attraction.
Wingeria: Chuck (for some reason) won a trip to Starlight City. What he didn't notice was that the slot machine was placed in front of the restaurant and the restaurant was the prize
Pancakeria: Cooper was getting pizza but his car ran away. The next morning, Papa Louis found Cookie in his store.
Doggeria: Taylor basically just wants the best seat to watch the game so he applied for a job.
Cupcakeria: Had an accident and (don't know the name) had to pay for the wreck of Roy's car.
Pastaria: Marriage between Eduardo and Olga. There was no hotel left except Papa's pastaria.
Donuteria: Tony wants a line-jump pass but unfortunately the ride was broken down until next year
Cheeseria: Rudy's truck and his instruments are missing. Papa will help him on the condition of him managing the restaurant for him
Bakeria: Tim (I think) applied for a job at the mall but unfortunately the studio was closed down.
Sushiria: Matt wrecked Papa's lucky cat statue. But Papa doesn't have enough money to buy one so Papa let Matt manage the restaurant while Papa went out to find another one
Scooperia: Basically he got scammed and Papa will help him
Mocharia: applied for a job but he had to work while being filmed
Cluckeria: A Job fair. Papa's secret plan was to build a restaurant at the location with a whole advantages. Unfortunately chicken sandwich war broke out

So basically everyone was very upset about what they got themselves into.

Papa's Boba-ria.

Different milk tea flavors.
Boba can be well,boba, lychee jelly, grass jelly, etc.
