while I don't disagree, I still think that the 80s "Italo disco" style is more energetic and positivity inducing music than most of the hits of the 90s. You should listen to these songs if you've not done it already, to see what I mean...

And it's not just the Italo disco genre that induces a lot of energy. It's also many other great hits of great bands like ABBA, Harpo, Modern Talking, Yello, Al Bano & Romina Power, and countless others that I don't remember right now, like I said, but which could fill an entire physical booklet were I put them all on paper...
EDIT: Dschinghis Khan is not part of the Italo Disco genre, sorry for the misinformation, I just got carried away because I like them too much and didn't initially notice that they're a pop / rock / folk / whatever band (I don't know how to label their style, sorry). But anyway, they're a good listen nonetheless...
