He was born in Manoguayabo, then part of Santo Domingo, D.N. (the capital city) and now part of Santo Domingo Province. He studied music at National Conservatory of Music in the Dominican Republic.
In the 70s, after his father left Los Compadres Guitar quartet, he formed his first group, Los Virtuosos, with his father as the lead singer. His father kept the group and renamed it as Cuco Valoy y Orquesta (Cuco Valoy and his Orchestra) where he hired singers Peter Cruz and Henry Garcia. Ramon Orlando went to form another group. Years later, Cuco Valoy group disintegrated and he moved to Colombia due to his political differences with then Dominican president Joaquin Balaguer. Ramon Orlando then went onto a more ambitious project. He and then famous merengue singers Peter Cruz and Henry Garcia formed La Orquesta Internacional (The International Orchestra), where he was supposed to be the composer and director whereas Cruz and Garcia were to be the singers. However, of the first ten single production, Ramon Orlando wanted to sing four of them himself, which caused the group to split. Peter Cruz and Henry Garcia formed their own groups which didn't last long. Ramon Orlando quickly hired a couple of boys with similar voice tones to Cruz' and Garcia's to interpret the songs already on the radio.
He was a nominee in the Latin Grammy Awards of 2005.

Tiada pernah kita berjumpa
Engkau pergi entah kemana
Duhai kawan ku nan setia
Ku Teringat masa nan lalu
Masa kita berada dirantau
Irama senandung anak dara
Malam bulan purnama
Tiada hati dirundung duka
Kita bersenda gurau di pantai
Riang-riang gembira...
Dengan cahaya sinaran rembulan
Itu semua pengalaman
Namun kini hilang lenyap sudah
Kenangan masa hidup bersama
Dikau pergi jauh di mata
Jangan lupa kabar berita
The lyrics of Ramón Orlando's song "Me Mata La Pena" express deep feelings of nostalgia and sadness over lost friendship. The opening lines talk about how years have passed without any meeting between the two friends. The singer then expresses a sense of betrayal with the line "Engkau pergi entah kemana," which means "you left, and we don't know where you went." The singer is mourning the loss of a loyal friend, someone who had been by his side for a long time.
The chorus of the song harkens back to a time when the two friends were young and carefree. They used to sing together, and the music they made was a beautiful melody that still lingers in the singer's memories. The singer recounts happy times spent with his friend, joking and laughing on the beach under the full moon. These memories have stayed with him, providing solace in his sadness.
The final lines of the song express a plea to the absent friend to stay in touch, to send news to the singer. The pain of the lost friendship is palpable in these lines, as the singer acknowledges that his friend is gone, but hopes they can remain connected in some way. Overall, "Me Mata La Pena" is a touching tribute to the power of friendship and the pain of losing it.

Bertahun-tahun sudah lama
It has been many years
Tiada pernah kita berjumpa
We have never met
Engkau pergi entah kemana
You went away, I don't know where
Duhai kawan ku nan setia
Oh, my loyal friend
Ku Teringat masa nan lalu
I remember the past
Masa kita berada dirantau
When we were living abroad
Irama senandung anak dara
The melody of a young girl's song
Itu nyanyian kita berdua
That was our song
Malam bulan purnama
Full moon night
Tiada hati dirundung duka
No sorrow in our hearts
Kita bersenda gurau di pantai
We joked around on the beach
Riang-riang gembira...
Full of joy...
Dengan cahaya sinaran rembulan
With the light of the moon shining down
Itu semua pengalaman
Those were all memories
Namun kini hilang lenyap sudah
But now they are gone, disappeared
Kenangan masa hidup bersama
Memories of our life together
Dikau pergi jauh di mata
You went far away
