The torch user could also be the long raid operator/packrat that comes from a randumb mutation or unfortunate circumstances of either:
Being poor as shit.
Forgetting how much sun they have left and are thus wandering the woods like a finnish/slavic man after drinking "too much" of their favorite alcohol.

After such an event, they try to rationalize what had happened and might formulate a plan to turn the tables on other creatures of the night.

When 50% of the raid is too bright for NVG's, but the latter 50% is too dark for the naked eye, the torch user reaches the absolute state of balance of not getting shot to shit, because 75% of the predators in a given area are dead/already extracted giving them time to loot/kill, untouched areas/scavs of importance and escaping. The working environment sucks but the benefits are nice.

Or they are just squatting in place spending time by drinking vodka, condensed milk and energy drinks to get that immunity up.

Once upon a time there was a very common species, the bats. These individuals developed a mutation called "Brightness all the way up" that garanted them the ability to see as well at nigth as a cat, even without the nigth vision mutation. They usually behave like rats, moving completely in the dark, looking for subsistence while avoiding PMCs.
Their intermediate equipment, mainly tier 4 armor and automatic weapons, used to make them very capable of defending themselves angaist Scavs and other mid tier species. Most carry flashligths but will only use them when absolutely necessary, still they pose a great danger to PMCs that depend of their night vision at close to medium ranges.
Since the great darkness (a cataclysmic event that made the region of Tarkov much darker), and also with the cultist invasion, this population is losing members at an alarming rate and is at high risk of extinction. Some of the survivors are adapting into fireflies, while others turn themselfs into more common daily species like AK users and SMG users.
Still if you look with enough attention they can still be spotted at Customs mainly during the latter stages of the wipe when most Owls are hunting over the Factory. Their population has endured a bigger hit in the other maps, specially in Woods and the above mentioned Factory, where those PMC never thrive before.

Talking about nvg scopes for a second:
NSPU users are basically fireflies, but worse at short range
Vulcan users are extremely rare, but are usually more advanced NSPU users. Often running the scope with a flash light for close range.
Thermal users often run another set of nvg, but with the added risks of emerging during the day and being complete monsters at range or down a corridor.

There is also the T12W and 155 Ultima thermal users, who are currently being researched.

I've been an owl since my first wipe. The night is great for for hiding. I prefer to use the Fast MT, Sarmor, and TK trooper, that way you have full head protection with high ricochet, no loss of vision, no annoying breathing, and GPNVG's.

Though rare, there is one more class.
These scavengers tend to avoid conflict though being well armed enough to take down formidable foes. these rare scavengers tend to use th N-15 night vision goggles, even though it is most likely the least useful.
